The availability of port reception facilities for sewage from passenger ships in the Baltic Sea Ports

[...]Celem artykułu jest ocena stanu przygotowań portów na Morzu Bałtyckim do odbioru ścieków ze statków pasażerskich w związku ze zbliżającym się terminem obowiązywania zapisów Załącznika IV do konwencji MARPOL. Ponadto w artykule zidentyfikowano najczęściej występujące problemy związane z dostosowaniem zarówno urządzeń portowych, jak i miejskiej infrastruktury sanitarnej do odbioru ścieków ze statków. Artykuł rozpoczyna krótka charakterystyka żeglugi wycieczkowej na Bałtyku. W dalszej kolejności dyskusji poddano postanowienia nowych regulacji prawnych w zakresie zrzutu ścieków ze statków pasażerskich ze szczególnym uwzględnieniem ich potencjalnego wpływu na armatorów oraz zarządców portów. Omówiono również problemy związane z przyjmowaniem ścieków ze statków przez miejski system kanalizacji (np. kompozycja ścieków i ich ilość). Podkreślono także znaczenie współpracy między armatorami, portami oraz miastami, która jest niezbędna, aby umożliwić w portach odbiór ścieków zgodny z wytycznymi MARPOL.[...]The primary objective of the paper is to evaluate the preparedness for upgrading sewage reception facilities in ports used by passenger ships in the Baltic Sea with regard to the forthcoming MARPOL Annex IV regulations. Additionally, the paper aims to identify the main problems with adjusting port reception facilities as well as municipal wastewater treatment systems (WWTS) for receiving ship sewage. The paper opens with a brief description of passenger ship traffic at the Baltic Sea. Subsequently, the new regulations for passenger ship sewage discharge are discussed, with emphasis on potential implications for ship owners and port authorities. The discussion concludes that due to the disadvantages of barges and tank trucks, ports should offer a fixed link and connection to municipal WWTS. Furthermore, existing issues that render the ship sewage unacceptable to the municipal WWTS (primarily concerning the sewage composition and its quantity) are identified. The paper emphasizes that increased cooperation between owners, ports and municipalities is needed for handling ship sewage and, if required, improving the municipal sewer systems
