In view of the drawbacks in existing allocation methods which are incomplete considerations and poor practicality, a comprehensive fuzzy allocation method considering failure effects and reliability costs is proposed. Fuzzy linguistics and triangular fuzzy numbers are used to evaluate the uncertainty and subjective factors in allocation process. The traditional risk priority numbers (RPNs) are modified to overcome the shortages which are the same factor weights and equal difference of failure effects in original methods.
