Protacted War, Never-ending Negociations in Colombia This chapter assesses how the phenomenon of the violence has changed during the decade of the 1990s. It shows how complex and intractable the violence has become, how it is now an international problem, not simply a national one, and how, despite all the obstacles, it might be overcome.
