The Exclusion of the runa as person of Rights in Peru This article analyzes the systematic yet inadvertent ways in which the state has historically excluded Indians from participation in the Peruvian nation. It also illustrates the struggles indigenous peasants of Paucartambo —specifically from the ayllu of Ninamarka— which have contested such exclusions. In this sense, the article depicts the struggles against the local landowner in the decade that preceded the Agrarian Reform, and the demands for official education.
