The development of formative assessment so that it can make its full contribution to improved learning has been inhibited by several problems. One problem is the tension between the different functions of assessment and testing, which often leads to dominance by summative assessment in the form of external testing. This dominance can damage the efforts of teachers to improve learning. Another problem is the difficulty of developing adequate and practicable methods of collecting feedback information from all pupils in a typical classroom. It is also argued that better feedback would expose such a wide range of pupil needs that new teaching methods would have to be implemented in order to meet them.
