A EDUCAÇÃO PROFISSIONAL DE NÍVEL MÉDIO NO INSTITUTO FEDERAL DE SÃO PAULO: IMPLANTAÇÃO DE POLÍTICA PARA INTEGRAÇÃO OU DESINTEGRAÇÃO?

The Federal Network of Professional and Technological Education underwent a significant expansion between 2005 and 2014, presenting a growth of 390% in the number of schools across the country. According to the Federal Government, the expansion was justified by the demand for training of qualified professionals for the labor market due to the economic growth experienced in the years 2000. In this context, the Federal Institutes of Education, Science and Technology were created to provide professional and technological education at all levels and modalities, fueling the expectation of scholars on the theme of expanding the offer of integrated professional high school as a path to polytechnic education and to overcome dualism in Brazilian education. Therefore, this article aims to discuss the results of the master's research that investigated the implementation of this modality of education through a Cooperation Agreement signed between the Federal Institute of Education, Science and Technology of São Paulo and the State Department of Education of São Paulo. The analysis was based on the hypothesis of distance between what was intended in the institutional documents and its effective implementation, mainly, regarding the integration between regular and professional education. The theoretical reference was based on researchers who study the theme as Ferretti (1997), Saviani (2003), Frigotto, Ciavatta and Ramos (2012), among others. The qualitative research sought to know the understanding of those involved in the implementation of the policy in a municipality countryside of São Paulo, in the year 2012. The results confirmed the hypothesis of discrepancy between the policy guidelines in the institutional documents and the reality in which the course was implemented, hindering the effective integration between regular and professional teaching and indicating the permanence of dualism in national education.A Rede Federal de Educação Profissional e Tecnológica passou por expressiva expansão entre 2005 e 2014, apresentando um crescimento na ordem de 390% no número de escolas pelo País. Segundo o governo Federal, a expansão justificou-se pela demanda por formação de profissionais qualificados para o mercado de trabalho decorrente do crescimento econômico experimentado nos anos 2000. Neste contexto, os Institutos Federais de Educação, Ciência e Tecnologia foram criados para oferecer educação profissional e tecnológica em todos os níveis e modalidades de ensino, alimentando a expectativa de estudiosos da temática de ampliação da oferta do ensino médio integrado, como caminho para a educação politécnica e para superação do dualismo na educação brasileira. Assim, o presente artigo visa discutir os resultados da pesquisa de mestrado[1] que investigou a implantação dessa modalidade de ensino por meio de um Acordo de Cooperação firmado entre o Instituto Federal de Educação, Ciência e Tecnologia de São Paulo e a Secretaria de Estado da Educação de São Paulo. A análise partiu da hipótese de distância entre o pretendido nos documentos institucionais e sua efetiva implantação, principalmente, no que se refere à integração entre os ensinos médio regular e o técnico profissionalizante. O referencial teórico pautou-se em pesquisadores que se debruçam sobre o tema como Ferretti (1997), Saviani (2003), Frigotto, Ciavatta e Ramos (2012), entre outros. A pesquisa qualitativa buscou apreender a compreensão dos envolvidos na implantação da política em um município do interior paulista, no ano de 2012. Os resultados confirmaram a hipótese de discrepância entre as orientações da política nos documentos institucionais e a realidade em que o curso foi implementado, dificultando a integração entre o ensino médio regular e técnico profissionalizante, indicando a permanência do dualismo na educação nacional
