Objective. To determine the need for physical therapy (PT) services in an underserved population of migrant health workers and dependents with incomes 150% below the poverty line. Background. According to the APTA Code of Ethics: A Physical Therapist shall endeavor to address the health needs of society. Based on observations and referrals during a finite period, although need was recognized, few clients were referred for PT. Methods. A primary care clinic, averaging 15,000 - 20,000 free client visits annually was used.
