Des observations participatives pour mieux caractériser les inondations, ressources en eau, et leurs impacts

National audienceFacing changes in climate, land cover, uses and water management strategies, socio-hydrosystems are evolving towards trajectories that sometimes break with those of the past: Water shortages in some basins engendering social tensions or crises, extreme events generating violent and devastating runoffs or floods and paralyze the social and economic organization of large cities around the world ... Observing the processes that operate on socio-hydrosystems or the impacts of the changes is essential for a better understanding of their characteristics or anticipating their evolution. These observations are no longer the sole concern of professionals; citizens can prove to be particularly useful to the system by contributing to the improvement of scientific knowledge and in return can themselves benefit from scientific or social recognition. Thus participatory observatories can help to answer scientific questions and societal and environmental issues. Three examples of participatory hydrological observatories led by teams of researchers are presented to illustrate our remarks: an international and interdisciplinary field school in the Mediterranean region; a hydrometeorological, participatory and low-cost observatory in a tropical climate; an observation system for the impacts of floods (so-ii) in the Mediterranean climate.Face aux changements de climat, d’occupation des sols, d’usages, de mode de gestion, les socio-hydrosystèmes évoluent vers des trajectoires parfois en rupture avec celles du passé : les pénuries d’eau sur certains bassins et les tensions ou crises humaines qu’ils engendrent, les événements extrêmes qui génèrent des ruissellements ou inondations violents et dévastateurs et paralysent l’organisation sociale et économique de grandes villes à travers le monde… Observer les processus qui s’opèrent sur les socio-hydrosystèmes ou les impacts des changements qu’ils subissent est capital pour mieux les comprendre ou anticiper leur évolution. Ces observations ne relèvent plus uniquement de l’implication de professionnels, celles des citoyens novices peuvent s’avérer très utiles au dispositif en contribuant à l’amélioration des connaissances scientifiques. En retour, les citoyens peuvent bénéficier eux-mêmes d’une reconnaissance scientifique ou sociale. Ainsi les observatoires participatifs peuvent contribuer à répondre à des questions scientifiques et à des enjeux sociétaux et environnementaux. Trois exemples d’observatoires participatifs en hydrologie portés par des équipes de chercheurs sont présentés pour illustrer nos propos : une école interdisciplinaire et internationale de terrain en région méditerranéenne ; un observatoire hydrométéorologique, participatif et à bas coût en climat tropical ; un système d’observation des impacts des inondations (so-ii) en climat méditerranéen
