After having stated that planting rights would disappear at the end of the 2008 wine CMO, the European Commission backtracked: under the new 2013 CMO, the rights will become, starting 01/01/2016, planting authorizations, which is not the same thing. These rights, present in France since 1936, regulate the potential of wine production due to the perennial nature of the vine: too favorable climatic conditions can generate overproduction which may impact the wine market as demand will be unable to absorb it.
