Rationalisation de la formation : le lien social en question

International audienceThe author shows that industrialized teaching results from a process to a new theory of rationalization. In a first step, the state has long been trying to rationalize teaching, chiefly professional training so as to reach the assigned objects while following the well-usual rules. But the new technological means of teaching which involve more rational links between trainers and trainees have to be considered too. And finaly the development of a managing system (grades, estimations, planning) is also needed in that sector.In a second part, she stresses the concomitant evolutions which act upon the whole teaching sector, i-e the changing values. The founding patterns (the making of a national identity through a standard centralized system of teaching) have been unsettled by the necessity of taking into account the logic of economy. The first definition of teaching was confronted in itself with the expectations of workers towards a professional and cultural development. Lastly it should be remarked that an internallogic wasn't neglected as the training was taking care of personal development.An industrial teaching should be considered in political terms of public action: the international extension of markets or the building of Europe doesn't affect the proper rights of each state concerning education al decisions; even if new roles are open to each national power, the object is still the development of each individual person. But, paradoxically, this come-back to individuality, as well as a weakening of civic reasonning, paves the way to industrial motives. Determining the position of the present issues in political philosophy, the author points out that the way we conceive our social structures, the place of the individual and the social links bring sorne changes in the role assessed to teaching.L'auteur montre que l'industrialisation de la formation ressort d'abord d'un processus et d'une idéologie de la rationalisation. En premier lieu, l'État cherche depuis longtemps à rationaliser la formation, notamment professionnelle, par la voie réglementaire, pour qu'elle remplisse les objectifs qu'il lui assigne. Mais il y a aussi la rationalisation des rapports formateurs/formés que provoque la technologisation des outils de formation. Et enfin le développement d'une préoccupation de gestion (évaluation, prévision, planification) dans ce secteur.Dans un deuxième temps sont soulignées les évolutions concomitantes qui affectent l'ensemble du secteur éducatif: des modifications dans les valeurs. Les idéaux fondateurs (construction d'une identité nationale par la formation et par sa dimension normative) ont été bouleversés par la prise en compte d'une logique économique. Une telle définition de la formation était confrontée elle-même aux aspirations des travailleurs à un développement professionnel et culturel. On notera enfin que la « logique domestique » n'était pas absente, la formation prenant en compte le développement personnel.L'industrialisation de la formation doit être pensée en termes politiques d'action publique: le cadre transnational des marchés ou de la construction européenne n'affecte pas la légitimité propre de chaque état en matière d'action éducative; même si de nouveaux rôles sont ouverts à la puissance étatique, l'objectif reste de former des individus. Mais, paradoxalement, un tel retour de l'individu et l'affaiblissement de la logique civique favorisent le terrain de la logique industrielle. Faisant le point sur les interrogations actuelles de la philosophie politique, l'auteur rappelle que la manière de penser nos structures sociales, la place de l'individu et le lien social, change la fonction que l'on attribue à la formation
