Ámbitos críticos de los programas sociales en Chile 2001-2020

Several international institutions have positively assessed the evaluation system of government programs developed in Chile. However, technical and institutional aspects continue to represent a challenge for this system, in addition to the problem of the low performance evaluation that the programs are receiving. This article corresponds to a presentation of the results of a research aimed at identifying, through a systematic review of the Government Program Evaluations carried out in Chile during the years 2001-2020, the critical areas of social programs as a whole and at the sectoral level. This is based on the consideration that not paying attention to these aspects would constitute an obstacle, both for making decisions for improvement and continuous learning about the programs, as well as for carrying out better quality evaluations. The methodology used was Quantitative Content Analysis. The findings of this research suggest prevailing shortcomings at the global level in the areas of results, design and institutional coordination in social programs, trends that are generally maintained at the sectoral level, in addition to highlighting specific problems.Diversas instituciones internacionales han valorado positivamente el sistema de evaluación de programas gubernamentales desarrollado en Chile. No obstante, aspectos de carácter técnico e institucional siguen representando un desafío para este sistema, sumado a la problemática respecto a la baja evaluación de desempeño que están recibiendo los programas. Este artículo presenta los resultados de una investigación que tuvo como propósito identificar, mediante una revisión sistemática a las Evaluaciones de Programas Gubernamentales realizadas en Chile durante los años 2001-2020, los ámbitos críticos de los programas sociales en su conjunto y a nivel sectorial. considerando que no poner atención a dichos aspectos podría ser un obstáculo tanto para la toma de decisiones de mejora y aprendizaje continuo sobre los programas, como también para la realización de evaluaciones de mejor calidad. La metodología utilizada fue el Análisis de Contenido Cuantitativo. Los hallazgos de esta investigación sugieren falencias prevalecientes a nivel global en los ámbitos de resultados, diseño y coordinación institucional en los programas sociales, tendencias que en general se mantienen a nivel sectorial, además de evidenciarse problemáticas específicas
