Hacia un sistema latinoamericano de seguridad regional

Currently the link between the increase in our "external insecurity" and the presence of the so-called "national security" regimes in many Latin American countries is evident. We can clearly see that these regimes have ended up eroding the foundations of our stability and autonomy, in such a way that it is obvious to broad sectors that the reconquering of these values requires the reestablishment of democracy in Latin America. There is an urgent need to move towards the establishment of a Latin American regional security system based on the strengthening of democracy internally and in the search for a reasonable margin of autonomy at the level of international relations. In this paper some suggestions are made regarding the background, content and results that the analysis of this problem could have.Hoy es patente la vinculación existente entre el incremento de nuestra "inseguridad externa" y la presencia de los llamados regímenes de "seguridad nacional" en muchos países de América Latina. Podemos apreciar con claridad que esos regímenes han terminado por erosionar las bases de nuestra estabilidad y autonomía, de tal manera que resulta evidente para amplios sectores que la reconquista de esos valores pasa por el restablecimiento de la democracia en América Latina. Existe la imperiosa necesidad de avanzar hacia el establecimiento de un sistema de seguridad regional latinoamericano basado en el fortalecimiento de la democracia en lo interno y en la búsqueda de un margen razonable de autonomía en el plano de las relaciones internacionales. En este trabajo se formulan algunas sugerencias referentes a los antecedentes el contenido y los resultados que podría tener el análisis de esta problemática
