GESTIÓN DEL RIESGO DE DESASTRES Y SUSTENTABILIDAD: APORTES DESDE EL ENFOQUE DE GOBERNANZA

This paper aims to analyze the role of governance in disaster risk management, starting from the local characteristics that emerge from the last floods in the province of Cordoba. Indeed, it intends to investigate the reality of the disasters from a conceptual point of view. The naturalization of the risks by the inhabitants causes that the governments do not incorporate hypotheses of the risk in their agendas, generating different shortcomings in terms of actions of prevention and mitigation of risks. In order to overcome this situation, governance and sustainability are key approaches in the design and implementation of efficient risk management policies.El objetivo del artículo es analizar el rol de la gobernanza en torno a la gestión del riesgo de desastres, a partir de las características territoriales que emergen de las últimas inundaciones en la provincia de Córdoba, Argentina. Es decir, se busca comprender el impacto de los desastres desde un punto de vista conceptual. La naturalización de los riesgos por parte de los habitantes produce que los gobiernos no incorporen hipótesis del riesgo en sus agendas, generando distintas falencias en términos de acciones de prevención y mitigación de riesgos. Frente a ello, se entiende que la gobernanza y la sostenibilidad son enfoques clave en la diagramación e implementación de eficientes políticas de gestión del riesgo de desastres
