EVALUASI PENATAAN PEDAGANG KAKI LIMA (PKL) DIKAWASAN ALUN-ALUN KOTA MALANG

Problems related to the existence of street vendors (PKL) who sell carelessly are almost felt by all cities in Indonesia. This includes Malang City, where illegal street vendors are still trading in the red zone in the Malang city square area. Departing from this problem, the researcher wants to know how the policies of the Diskopindag program are in structuring street vendors in the Malang City Square area. The purpose of this study is to provide an overview of the extent to which the program from Diskopindag in dealing with the problem of illegal street vendors in the area of Malang city square. This study uses the Policy Evaluation theory of William N Dun and uses qualitative methods. The researcher collected data using observation, interview and documentation techniques. Then the data sources come from primary and secondary data sources related to the problems that the researchers stretcher. Furthermore, researchers used data analysis techniques according to Creswell. The research locations took place at the Malang City Diskopindag and Malang City Satpol PP. The results of this study indicate that the Malang City government in terms of structuring street vendors in the city square area of Malang can be said to have not been maximized, because the success of a policy from policy evaluation theory states that the evaluation of the policy of structuring street vendors in the alun-alun area, namely, has not been effective. because not all traders want to be moved to a safer, cleaner and more comfortable place. Not yet efficient due to lack of facilities and infrastructure. Adequacy is not optimal because the performance of the structuring team in carrying out the arrangement has not been intensive. Not evenly distributed because the government has not given rights fairly. Not yet responsive because of the lack of high responsiveness regarding structuring policies.
