Implementasi Program Kartu Tani Untuk Menjamin Ketersediaan Pupuk Bersubsidi Di Desa Tawar Kecamatan Gondang Kabupaten Mojokerto

The existence of subsidized fertilizers is very much needed by farmers because crop productivity as a source of livelihood will be affected if there is a shortage of subsidized fertilizers. This study aims to determine the implementation of the farmer card program to ensure the availability of subsidized fertilizers, mechanisms, and inhibiting and supporting factors in the farmer card program in Tawar Village, Gondang District, Mojokerto Regency. This type of research is descriptive qualitative. Data sources consist of primary data and secondary data. The research subjects were the Head of Tawar Village, agricultural farmers, Field Agricultural Extension Assistants, fertilizer distributor agents, and farmers. The data collection instruments used were interviews, observations, and documentation. The data analysis technique used is descriptive qualitative. The results showed that the implementation of the farmer card program was carried out in accordance with the mechanism set by the policy makers. Technical and non-technical problems exist at every stage of the farmer card program mechanism. The complexity of the problems in the farmer's card is still being sought to be resolved by policy implementers and also by increasing farmers' interest in the program. The problematic variables that affect the implementation of the farmer's card program in Tawar Village, Gondang District, Mojokerto Regency are communication, resources, disposition and bureaucratic structure that are interconnected and influence each other
