EVALUASI KEBIJAKAN PROGRAM INDONESIA PINTAR TINGKAT SEKOLAH DASAR DI KOTA MALANG

This study aims to determine the evaluation of the Program Indonesia Pintar policy in Malang City. With the interest of researchers looking at government programs in providing cash assistance to students to deal with dropout problems in children based on a program, namely the Program Indonesia Pintar, However, in its implementation, there are still inaccuracies in the targets of the Program Indonesia Pintar and the absorption of the budget has not been maximized because it was found that in 2020 it was still distributed to 13,749 students or around 94.66%. The disbursement of funds to aid recipients has not yet been completed. This program is expected to be able to help pay school fees for students from poor society so that they can continue their education up to high school. There are two formulations of problems related to this research: 1.) How to evaluate the policy of the Program Indonesia Pintar in Malang City, 2.) The inhibiting factors in evaluating the policy of the Smart Indonesia Program. The method used in this study uses a qualitative descriptive approach, which is able to provide an overview of the development of the Program Indonesia Pintar, especially in Malang City in overcoming the problem of dropping out of school and access to education for children aged 6 to 21 years. With data collection techniques through observation, interviews, and documentation. The theory used with policy evaluation found by William Dunn consists of effectiveness, efficiency, evaluation, maintenance, responsiveness. Where with these indicators the evaluation will then be used as material for future policy improvements. The results showed that the policy evaluation of the Program Indonesia Pintar in Malang City was carried out properly and was able to answer William Dun's indicators. The effectiveness of the Program Indonesia Pintar has been quite effective in terms of program mechanisms and objectives. Efficient The Program Indonesia Pintar is said to be efficient in terms of disbursement of funds. In terms of the adequacy of the Smart Indonesia Program, it has not been able to meet all student needs. Alignment in the Program Indonesia Pintar is far from fair in terms of targeting the Smart Indonesia Program. The response given was quite positive from the Malang City Education Office and program recipients. While the Factors Inhibiting Policy Evaluation of the Program Indonesia Pintar in Malang City, there are still obstacles related to funding, shame from students' parents, and the lack of public understanding of the Program Indonesia Pintar
