IRKH This study aims to (1) the pedagogical competence of PAI teachers at MTs Yaa Rouuf in preparing the 2013 Curriculum Implementation Plan (LIP) and (2) the obstacles experienced by PAI teachers at MTs Yaa Rouuf in preparing the 2013 Curriculum Learning Implementation Plan (LIP). The subject is the PAI teacher at MTs Yaa Rouuf, Jombang and the object of this research is the 2013 Curriculum Implementation Plan (LIP) which has been prepared by the PAI teacher at MTs Yaa Rouuf. Datas were obtained through interviews, observations, and documentation which were then analyzed using qualitative data analysis techniques. The results of data analysis are then concluded in accordance with the formulation of the research problem. The results showed that (1) the pedagogical competence of the PAI MTs Yaa Rouuf teacher in preparing the 2013 Curriculum Implementation Plan (LIP) was quite good, it could be seen from the preparation of the RPP that followed the principles, steps, and formats set by Government Regulations and Laws. - Law of the Government of the Republic of Indonesia, (2) in preparing the 2013 Curriculum Learning Implementation Plan (LIP), the PAI teacher at MTs Yaa Rouuf faced several obstacles, including; (a) the emergence of an attitude of academic procrastination in the teacher, (b) the selection of learning methods that are appropriate to the circumstances and conditions of the students, and (c) the limitations of the ICT competence possessed by the teacher so that the use of ICT media is limited
