JAXA, CNES, and DLR have developed the CALLISTO system as a joint project. The system consists of a subscale, vertical-takeoff vertical landing (VTVL), reusable vehicle and a ground segment supporting flights and ground operations. The objectives of the project are to master key technologies to recover future operational reusable first stages and to reuse them after post-flight operations. This paper presents the design status of both the vehicle and the ground segment and characteristic points in the CALLISTO project with respect to the flight test plan, the development and test plan and the operation plan
