The Vocational Education Targeted Populations in Texas: JTPA Program Analysis

The primary purpose of this research project is to provide state-level, postsecondary vocational education planners and administrators with information useful for program planning, coordination, monitoring and evaluation. This report analyzes the types of program activities and services provided and the outcomes resulting from participation in non-Voc Ed efforts by a number of populations targeted for service under the Carl D. Perkins Vocational Education Act of 1984. Programs analyzed include job training efforts funded under the Job Training Partnership Act of 1982 (JTPA) and labor exchange or job placement services provided by the Employment Service (ES) and authorized by the Wagner-Peyser Act of 1933. The detailed analysis focuses on JTPA Title HA programs, with attention also given to the receipt of ES services by JTPA participants in the same time period. Target groups include the economically disadvantaged, males and females, single parents, including parents receiving Aid to Families with Dependent Children (AFDC) benefits as a subset, and persons with limited English proficiency.Texas Higher Education Coordinating BoardRay Marshall Center for the Study of Human Resource
