Analysis of changes of provision of social service for disabled system in Lithuania

Investigation: General and special social services and contingent of specialists providing these services in rehabilitation, care, day centers and other institutions for people with disabilities. Objective: To analyze the provision of services for people with disabilities, their structure, it’s providing specialists contingent in institutions for people with disabilities. Objectives: 1. To determine the accessibility of social services for disabled people, depending on the type of the disability and it’s severity level . 2. To find out the type of provided services and human resources in institutions. 3. To compare the changes of social services provision from 2012 to 2015. Problem: The social services provided in non – governmental disabled people organizations and centers cannot ensure physical, psychological and social rehabilitation for people with disabilities, which could lead the better quality of life. Conclusions: 1. The survey analysis showed that social service institutions mainly provide their services for persons with intellectual disabilities and partially employable. At least institutions provide services for people with physical disabilities and those who are unable to work. It shows that those who are most in need of assistance are facing discrimination because of inadequate amount of social service institutions. 2. The study showed that in most of the non-governmental organizations is mainly provided social services and there mostly works social workers and / or their assistants. Least institutions provide medical services and there is lowest quantity of sports and occupational therapists among other employees in these institutions. 3. The data analysis of 2012 and 2015 year showed that general and special social services, rehabilitation services, education and training services for persons with disabilities in non-governmental social service institutions have decreased and the institutions of medical services have increased (6% percent more than in 2012 year). It means that finances for social services are used unintentionally and not on purpose. There was large increase of massage services (19 percent), while the masseurs in institutions increased only 2 percent. That shows that massage services are provided by incompetent specialists
