Among the different initiatives for regional cooperation in central and eastern Europe, which were launched after the sea changes in 1989, the Black Sea Economic Cooperation Process represents a special type of cooperation because it includes a Member State of the European Union (Greece), states which are associated with the EU (Bulgaria, Romania and Turkey) and states which have signed a Partnership or Trade and Economic Cooperation Agreement with the EU (Albania, Armenia, Azerbaijan, Georgia, Moldova, Russia and Ukraine).
