This is a discussion of special needs adoptions. It explores a brief VI' history of adoption as a basis for the present state of adoptions. An explanation of this group's special needs is included as well as the reasons why the children are difficult to place for adoption. The Adoption Assistance and Child Welfare Act of 1980 is introduced with its impact on recruiting adoptive parents. Other recruiting strategies are seen in light of the adoption agency's role. The adoptive families are compared with special needs children which leads to some of the controversy surrounding this type of adoption placement.
