Brownfields offer a unique opportunity for infill development. The use of these sites addresses the same issues as vacant lots and also addresses the cleanup of environmental hazards. The use of these sites also allows for improvements in the economic base of a city and the social fabric of a community.The aim of this research is to develop a means for determining which vacant lots in a town or city are most developable and for what general purpose they will be used (e.g. housing). The availability of such a procedure for determining site capabilities and site use would allow neighborhoods to quickly assess which sites are most developable and focus incentive money where it is needed most.
