The issue of water quality is often associated with the city of Cleveland, Ohio, usually for its historical lack of concern. Since the inception of the Clean Water Act, there has been a nationwide reduction in point source pollution that has contaminated our waterways. While that source of pollution has been reduce, urban centers that are serviced by a Combined Sewer System (CSS) still emptying raw sewage into waterways as a result of Combined Sewer Overflow (CSO). CSO is a result of an excessive amount of "waste" water that enters the system over a short period of time that is often the result of a storm event.
