The goal of this thesis is to discuss the history of the Vail Associates proposal for development of the Category III area of the White River National Forest in Colorado, otherwise known as the back bowls of Vail Valley, which is now under consideration by the United States Forest Service. I will present the strengths and weaknesses of this proposal, giving the views of the proponent, Vail Associates, and the potential opponents, including the Colorado Mountain Club and Colorado Environmental Coalition. I will also consider the studies undertaken by the United States Forest Service in coordination with Vail Associates that will be used in determining the final decision by the Forest Service on the future of this development.
