On March 24, 1976, Federal Judge S. Hugh Dillin set in motion a major restructuring within the Marion County Jail System. Judge Dillin ruled that the present jail was deficient in many areas, notably inmate recreation facilities, both indoor and outdoor, and medical facilities. With these court ordered changes, a remodel and expansion of the current facility is inevitable.This project concerns that remodel and expansion. The court issued statement scratched the surface of how far behind the Marion County Jail is in relation to today's progressive concepts in correctional institution design.
