The project is located in Muncie, Indiana, a midwestern city of approximately 80,000 residents. The city government functions are currently housed in four different buildings in the downtown area. The present administration, under Mayor Alan Wilson, has made an extensive effort to reorganize, streamline and consolidate the city government departments. Through this effort, the need for a new city government facility has developed. For the purpose of this project, the reorganized government structure has been used. The program includes the city council chambers, the city clerk's office, the mayor's office, the six administrative departments and the personnel office.
