The new EU Ecodesign regulation came into force in September 2021, setting functional requirements for lighting equipment on the European market. To limit the visibility of temporal light artefacts (TLA) flicker and stroboscopic effect, the regulation set restrictions for two TLA metrics, the short-term flicker severity index (PstLM) and stroboscopic visibility measure (SVM). Measurement infrastructure for these metrics is under development by the EMPIR project Metrology for Temporal Light Modulation, and part of the project is establishing a measurement setup for TLA at Aalto University.
