National audienceDecentralisation and European integration fuel a need for analytical tools to study the political and cultural dimensions of the distribution of power in rural areas. By moving away from both the recipes of public management and classical distinctions between the rural and the urban, this paper seeks to identify forms of change promoted by the "territoiral culture" of local politicians and other sources of innovation, both associative and cultural. In order to grasp this evolution, the paper then develops the hypothesis of the emergence of situations of "urbanité rurale". Such a context is illustrated in "territorialised projects" and what distinguishes them from more traditional agricultural references and welfarist conceptions of public action.La décentralisation et l'intégration européenne sont propices à un renouvellement des outils d'analyse sur la dimension politique et culturelle des enjeux de pouvoir en milieu rural. Se démarquant à la fois des recettes de management public et des diagnostics de coupure entre l'urbain et le rural, la communication cherche à pointer les indices contemporains de changement apparus dans l'action des élus locaux et des acteurs culturels et associatifs en matière de développement local. Une hypothèse stimulante mérite à cet égard d'être approfondie concernant l'émergence d'un nouvel état d'esprit, qualifié d'« urbanité rurale », qui exprime des « projets de territoire » en rupture avec les références agricoles et la conception providentialiste de l'intervention publique
