During the last decade, Norway has had one of the fastest growing populations in Europe, due to labor immigration and to an increasing number of asylum seekers. More than 16% of the population now has an immigrant family background. In 2015, an agreement across party lines tightened the asylum rules, and Norway got its first Minister dedicated only to immigration and integration. A new immigration policy was introduced to ‘ensure the Norwegian welfare state’ as the Minister expressed herself. The immigrants’ own responsibilities ‘to get integrated’ are stressed, and from 2016 a certain level of competence in Norwegian and knowledge about Norway are required to be granted residence permit.
