ANALYSIS OF THE DEPLOYMENT OF GENDER RESPONSIVE BUDGETING IN THE MOROCCAN PUBLIC ADMINISTRATION

The issue of gender equality is at the heart of the equitable human development project. Inthis regard, Morocco has put in place a panoply of reforms at all levels: institutional, legal, socio-economic and political in order to establish the principles of equality. The integration of gender mainstreaming into programming and budget planning is thus a flagship instrument forreducing gender inequalities. Gender-sensitive budgeting aims to transform the public budgetinto an instrument for strengthening equality between women and men. Thus, gendersensitiveobjectives are associated with public policy programs and projects whoseachievement of results is measured by gender-sensitive performance indicators.Our research work aims to assess the effective implementation of the integration of genderinequalities into the budget process by referring to the analysis of performance projects of theministerial departments as well as the analysis of the data collected from the questionnairesent to the gender focal points.The objective assigned to our research mainly focuses on improving institutional support andstrengthening the appropriation of gender-sensitive budgeting by sector departments in orderto integrate gender mainstreaming into the strategic planning process as a whole
