In a context of differentiation between sprawling, and mainly residential, suburbs and areas of employment still concentrated in central cities, policies dedicated to public transport are seen as one of the main issue for development. With this framework, the Transports Express Régionaux play a key role in commuting and their improvement represents a real stake for the regulation of these mobilities.
