Índices de seguridad e incidentes peligrosos como indicadores de seguridad preventiva en la actividad minera del Perú

This study consisted of a detailed analysis of the structure, methodology and purpose of the application of safety statistics such as the Accident Frequency Rate, Accident Severity Index, Accidentability Rate and statistics such as the number of reports of Potentially Fatal Incidents in the Peruvian mining sector, large and medium mining operations. In addition, the reports of fatal accidents that mining companies submitted monthly to the Ministry of Energy and Mining (MINEM) during the last 12 years, between 2010 and 2021, were quantified, and then a comparison was made between the data obtained from the safety statistics with respect to the incidence of fatal accidents for each year. The same method was applied regarding the reports of potentially fatal incidents reported by mining companies to MINEM from September 2016 to 2021 and the forementioned three safety statistics, in order to use these correlations in the prevention of fatal accidents in the Peruvian mining sector and elaborate a preventive safety culture for truly efficient safety management systems. The results determined that the safety statistics reported by different mining companies to the competent authority do not represent a useful parameter that can be used in the prevention of fatal accidents.El presente estudio consistió en la elaboración de un análisis detallado de la estructura, metodología y finalidad de la aplicación de los índices de seguridad como el Índice de Frecuencia de Accidentes, Índice de Severidad de Accidentes, Índice de Accidentabilidad y estadísticas como el número de reportes de Incidentes Peligrosos del sector minero peruano, gran y mediana minería. Además, se cuantificaron los reportes de accidentabilidad mortal que las empresas mineras remitieron mensualmente al Ministerio de Energía y Minas (MINEM) durante los últimos 12 años, entre los años 2010 y 2021, para luego realizar una contrastación entre los datos obtenidos de los índices de seguridad con respecto a la incidencia de accidentes mortales por cada año evaluado. También se hizo el mismo trabajo con los reportes de incidentes peligrosos presentados por las empresas mineras al MINEM desde septiembre de 2016 hasta el año 2021 con los tres índices de seguridad, con el fin de utilizar estas relaciones en la prevención de accidentes mortales en el sector minero peruano y formular a partir de allí una cultura de seguridad preventiva para que los sistemas de gestión de seguridad sean realmente eficientes. Se determinó a partir de la valoración de los resultados que las estadísticas de los índices de seguridad que las distintas unidades mineras reportan a la autoridad competente, no representan un parámetro útil que pueda ser usado en la prevención de ocurrencias de accidentes mortales
