Career development for the State Civil Apparatus in the Pangkajene Islands Regency is still very limited due to the limited budget of the local government. Finally, not all employees have the opportunity to develop their competencies. The final impact is that the career development strategy for the State Civil Apparatus is hampered by the organization's access to the available government budget.
