La National Endowment for Democracy : la pratique de l'exportation de la démocratie par les États-Unis 1983-2000

The NED is a non-governmental organization created in 1983 by President Ronald Reagan, in a context of fresh war and foreign policy dictated by the anti-communist struggle. The promotion of democracy represented a real national security issue for the president. This project was also based on a particular status: the alliance of the public and private sectors in order to create an entity that would be able to promote democracy, the government’s objective, in the most legitimate way possible and above all in a transparent way. The NED is a private organization, but its funding is almost entirely provided by the US Congress. This research examines the question of the foundation’s autonomy from the American government, both the administration and Congress, and its evolution in light of the changing context of the 1990s. Indeed, the end of the Cold War and the collapse of the USSR led to a questioning of the NED’s existence. This period was also marked by the election of Bill Clinton, who had to give a new direction to American foreign policy after containment had become obsolete. In this respect, we attempt to show that anti-communism, which constitutes the ideological basis for the creation of the NED, binds it to the government’s objectives. But it still retains a certain autonomy that makes it a punctual foreign policy tool. But this position evolved in the 1990s with the new international context and the change of administration. Despite this autonomy, it adopted an interventionist stance on its own initiative in the pursuit of the American interest, which was then newly defined as the maintenance of the American hegemonic position, notably as a result of the different influences on its board of directors.La NED est une organisation non gouvernementale créée en 1983 par le président Ronald Reagan, dans un contexte de guerre fraîche et de politique étrangère dictée par la lutte anti-communiste. La promotion de la démocratie représentait alors pour le président un réel enjeu de sécurité nationale. Ce projet reposait également sur un statut particulier : l’alliance des secteurs public et privé afin de créer une entité qui serait capable de promouvoir la démocratie, objectif du gouvernement, de la manière la plus légitime possible et surtout de façon transparente. Car la NED est un organisme privé, mais dont le financement est attribué en quasi-totalité par le Congrès américain. Ce travail de recherche se penche sur la question de l’autonomie de la fondation envers le gouvernement américain, envers l’administration ainsi que le Congrès, et son évolution au regard du changement de contexte des années 1990. En effet, la fin de la Guerre Froide et l’effondrement de l’URSS provoquèrent une remise en question de l’existence de la NED. Cette période est également marquée par l’arrivée de Bill Clinton qui doit redonner une nouvelle voie à la politique étrangère américaine après que le containment soit devenu désuet. À ce titre, nous tentons de montrer que l’anticommunisme, qui constitue le socle idéologique de la création de la NED, la lie aux objectifs du gouvernement. Mais elle conserve malgré tout une certaine autonomie qui en fait un outil ponctuel de politique étrangère. Mais cette position évolue dans les années 1990 avec le nouveau contexte international ainsi que les changements d’administration. Malgré cette autonomie, elle adopte de sa propre initiative un interventionnisme dans la poursuite de l’intérêt américain, alors nouvellement défini comme le maintien de la position hégémonique américaine, résultat notamment des différentes influences qui pèsent sur son conseil d’administration
