Samuel P. Bell, a 1961 graduate of Dartmouth College, earned his law degree from Duke University in 1964. From 1974 until 1988, Mr. Bell represented Volusia County in the Florida House of Representatives. John B. Phelps, a 1965 graduate from Eckerd College, received his master’s degree in social program administration from Florida State University in 1975. Phelps served with the House Committee on Health and Rehabilitative Services as a health analyst and was clerk of the Florida House of Representatives from 1986 until 2006.
