State agencies use the Statewide Term Contracts but many political subdivisions, counties and school districts continue to purchase many, if not all, goods and services using Open Market Buys The presumed problem with open market buying is that the competitive bidding process is not used, and in turn, entities pay more for goods and services because vendors realize that they do not always have to give "best pricing" to these entities.
