Community participation is a concept that has been advocated for by bodies such as the World Health Organization (WHO) for over two decades. In South Africa, community participation was included in the National Health Act (61 of 2003). Clinic and Community health facility committees were legislated as a method of involving communities in promoting health and improving health outcomes. During the year 2010, a process was initiated by the Nelson Mandela Bay Municipality (NMBM) to establish and train health committees at all health facilities.
