The digital divide is believed to intensify existing forms of privilege and exclusion. In spite of decades of governmental investment in Information and Communications Technology (ICT), this problem persists. Arguably, this is because we have not yet understood it well enough. Although ‘access’ is generally thought to be central to the digital divide, recent thinking has rendered this notion problematic. It is now felt that we should develop a better understanding of what ‘access’ might mean to different group
