This thesis presents the Intentional Planning System (ItPlanS) a hierarchical planner that is designed for domains in which plans are required as rapidly as possible, with limited knowledge. These constraints argue for an incremental approach to the planning that does not require the system to make commitments beyond the information that is currently available
