On 24 August 1991, Ukraine proclaimed independence, and a few months later (together with Russia and Belarus) it brought about the dissolution of the USSR. At the time of its foundation, the Ukrainian state was a continuation of the Ukrainian Soviet Socialist Republic; on the one hand, this delayed the de-Communisation of the organisational and legal system, but on the other, it saved the country from having to build up state institutions from scratch.
