This report presents a possible statewide adjustment model for the entered employment rate (EER) for five programs in the Texas workforce development system: Job Training Partnership Act (JTP A) Titles II, IIC, and ill; Job Opportunities and Basic Skills (JOBS); Food Stamp Employment and Training (FSE&T); higher education (including all community and technical colleges in Texas); and public education (including all public independent school districts in Texas).
