The purpose of this oral history is to inform readers about the accomplishments, values, and philosophies of Neola E. Walker as interpreted by four people that knew her. The study, including interviews, examined how Mrs. Walker’s transformational leadership qualities and practices allowed her to shape the future of the Winnebago Indian Reservation in Nebraska. Although she died in early 1992, the effects of her work continue to this day
