The Togolese government plans to achieve 100% electrification to all by 2030, to meet the Millennium goals. The Delphi method is used with the experts drawn from policymakers, academic institutions, financial institutions, non-governmental institutions, and private companies, and the results show that raising the renewable energy business share in Togo through accelerated access to small-scale solar photovoltaics and hydropower is the most feasible route for electrification. The monopoly, non-liberalization of the energy sector, and the lack of a trained workforce were identified as the main inhibitors for private investment.
