The main evolution stages of the political orientation of the Saint Petersburg cabinet and its’ territorial claims in the South-Eastern Europe in the period of the Russian-Turkish war in 1806- 1812 are identifyed. The approached problems are elucidated on the power and interest confruntations of the european powers in the Balkan and Black Sea regions at the beginning of the XIX’th century in the context of the confl ict between the Russian Empire and the Napoleonic France
