The study addresses the problem of administrative organization of Bessarabian region of April 29, 1818, establishing a joint rule of the region, based on two different legal systems: Russian serfdom-type gubernatorial legislation and, on the other hand, local laws and customs. Accordingly, the two administrations relied on different languages - Romanian and Russian, which caused contradictions strong insomuch as to undermine their activity
