Service users are continuously recognised as a medium for appraising the level of services provided by the local governments. The achievement of service excellence is dependent upon service user experience which is considered as a mechanism that provides a basis for a paradigm shift from service quality to service excellence in Malaysian local governments. The aim of this paper is to establish the difference between service quality and service excellence in the context of service delivery by clearly distinguishing the two practices.
