Implementasi Peraturan Daerah Kabupaten Siak Nomor 4 Tahun 2008 Tentang Izin Pengusahaan Penangkaran Sarang Burung Walet (Studi Di Kecamatan Sungai Apit)

As an autonomous region, Siak district has issued various regulations and one of them is the Regional Regulation No. 04 Year 2008 on Breeding Permit Swallow's Nest. Interest issuance of these regulations is to provide legal protection for people from a variety of negative impacts caused by pet birds as carriers and transmitters of various diseases that affect human health and to provide financial benefits to improve and increase revenue from the fields of licensing by pulling levy and local taxes. Apit River District is one of the districts in Siak. The rapid exploitation of breeding bird nest in Sungai Apit become a major problem for public tranquility Apit River District today. Even though local regulations have been made by the Regional Government of Siak itself but still many people who start a business breeding bird nest that does not take care of the license as mandated in Siak Regency Regulation No. 4 of 2008 on Exploitation Permit Captive Swallow's Nest. The purpose of this study is to investigate the implementation of the Regional Regulation Siak District No. 4 of 2008 on Exploitation Permit Captive Swallow's Nest in Sungai Apit and to identify obstacles in the implementation of Regional Regulation Siak District No. 4 of 2008 on Exploitation Permit Captive Swallow's Nest in Apit River District. In accordance with the problems of the type of research is descriptive survey using Quantitative Methods. The results showed is Implementation Siak Regency Regulation No. 4 of 2008 on Exploitation Permit Breeding swallow nest in Sungai Apit determined from the four indicators that have been the author set that communication, resources, disposition and bureaucratic structure, it can be said fairly implemented. Inhibiting factor in the implementation of Siak Regency Regulation No. 4 of 2008 on Exploitation Permit Breeding swallow nest in Apit River District is lack of socialization, lack of human resource
