Peranan Dewan Perwakilan Rakyat Daerah Kabupaten Rokan Hulu Dalam Menjalankan Fungsi Pengawasan

This study aims to determine the role of the Regional Representatives Council RokanHulu In carrying Oversight especially the local budget oversight RokanHulu and also to find out the barriers or constraints experienced by the Parliament RokanHulu in performing the oversight function. The indicators used to analyze the data and information in this study is the supervision of budget preparation, budget execution monitoring, monitoring changes to the budget and budget reporting oversight. This type of research is located in RokanHulu is descriptive research type with qualitative methods. The informant as the source of the data in this study is the Chairman of Parliament RokanHulu, Tim Local Government Budget RokanHulu and RokanHulu Parliament Members of the Budget Committee. Determination of informants is through the census technique for the Chairman of the Parliament and purposive sampling techniques for Team Local Government Budget and the Budget Committee of Parliament RokanHulu.The data used in this study consisted of primary data was collected through interview and secondary data collected through observation and documentation.Data analysis techniques in this study is inductive uses data analysis model raised by Miles and Huberman of data reduction, data presentation and conclusion.Based on the analyzes, the authors summarize the results of the study "the role of the Regional Representatives Council RokanHulu in the oversight budget has been implemented". Nevertheless there are still problems-problems that is absolutely fixed in the future, especially people expect professionalism of the Regional Representatives Council RokanHulu and left attributes the party flag in budget oversight. Obstacles or barriers experienced by the regional council RokanHulu merely the absence of clear regulations or rules that regulate the extent to which the local budget supervision carried out by Parliament RokanHulu. As for suggestions that recommended by the researchers is To all Members of the House of Representatives RokanHulu regency in carrying out its functions, especially the function of monitoring the local budget is more concerned with the interests of society rather than promote the interests of politically oriented interest groups
