This resultedinthe implementation of Regional= Regulation No. 8 of2012 on the Distribution License Nuisance has not been implemented with the maximum. The purpose of this research is to know the result of Implementation of Regional Regulation ofPekanbaru City Number 8 Year 2012 About Retribution of Disturbance License to business of food stall / eat in SimpangTiga Villageand to know the obstacle factor in Implementation of Regional Regulation of Pekanbaru City Number8 Year 2012 About Levy of Disturbance License to business of rice/eat stalls in SimpangTiga Village. In accordance with theproblem then the type of research is Descriptive Survey by using Quantitative Method. The result of the research shows that the Implementation of Regional Regulation of Pekanbaru City Number 8 Year 2012 on the Distribution License Permit in SimpangTiga Village based on the four predetermined indicators of communication, resources disposition and bureaucratic structure with recapitulation result of 47% and are in fairly implemented category. The inhibiting factor in the Implementation of Regional Regulation of Pekanbaru City No. 8 of 2012 on Levy Permit License in SimpangTiga Village is the Number of Supervisory Officer from Licensing Field, limited operational vehicle and Lack of public awareness to manage business license
